安徽乡村振兴研究

文章从数字乡村基础设施建设、经济发展、社会服务与民生保障、农业科技与创新四个维度选取16个指标，构建数字乡村发展水平测度指标体系，运用Dagum基尼系数和熵值法，对西北五省（区）2017—2023年数字乡村发展水平予以测度。研究发现：西北五省（区）数字乡村发展水平总体呈先升后降态势，区域内和区域间基尼系数显示数字乡村发展的不均衡程度趋于缓和；陕西省在数字乡村环境、数字化应用及治理领域表现突出，新疆、甘肃、宁夏等省（区）在资金投入、农业数字化转型、农民数字化素养提升等方面存在改进空间；数字乡村基础设施建设初期为重点，其重要性随发展阶段变化，经济发展等领域受关注程度亦相应改变。文章为西北五省（区）优化发展路径、提升整体效能提供了具体的对策建议。

This paper selects sixteen indicators from four dimensions of digital rural infrastructure construction, economic development, social services and people's livelihood security,and agricultural science,technology and innovation to construct an index system for measuring the development level of digital villages, and uses the entropy method and Dagum Gini coefficient to measure the development level of digital villages in the five provinces(regions)in northwest China from 2017 to 2023. The research findings show that the overall development level of digital villages in the five provinces(regions)in northwest China first rises and then falls. The Gini coefficients within and between regions indicate that the degree of imbalance in the development of digital villages tends to ease. Shaanxi Province performs outstandingly in the digital rural environment, digital applications and governance. There is room for improvement in the provinces(regions) such as Xinjiang,Gansu,and Ningxia in terms of capital investment,agricultural digital transformation, and improvement of farmers' digital literacy. In the initial stage,the construction of digital rural infrastructure is the focus, and its importance changes with the development stage. The degree of attention paid to economic development and other fields also changes accordingly. The purpose of this study is to provide specific countermeasures and suggestions for the five provinces(regions)in northwest China to optimize the development path and improve the overall efficiency.
