安徽乡村振兴研究

新型城镇化,不仅是城乡生产要素集聚与分流,促成产业转型升级的过程,也是以人为中心,不断提高城市建设品质,彰显城市公共服务水平,共建共享促成城乡基本公共服务均等化的有序过程。近年来,处在"长三角城市群"中间位置的无锡,在新型城镇化公共服务供给中,稳步推进城乡社会保障的扩面提标,健全城乡统一的就业创业服务体系,不断完善公共文化体育的服务体系,对"民生共享"的公共服务体系建设作出了创新性探索。结合无锡经验叙事来看,地方政府在新型城镇化中,应围绕民生共享理念,开拓一条有产业支撑的"公共服务民生共享"路子,使得公共服务创新从不均到共享,从片面到全面,从区隔到科学,从补缺到普惠。

New urbanization is not only the process of the agglomeration of urban and rural productive factors and industrial trans-formation and upgrading,but also the orderly process of the human as the core,improving the quality of city construction,high-lighting the city's public service level,and sharing the equalization of the basic public service.In recent years,in the "YangtzeRiver Delta city group" middle position of Wuxi,in the new urbanization of public service supply,it steadily promotes the expan-sion of urban and rural social security standard,builds a unified employment service system,and constantly improves the publiccultural and sports service system,and makes innovations on the "public service system construction of people's livelihood shar-ing".Combined with the experience of Wuxi,the local government in the new urbanization should focus on people's livelihood andsharing ideas,open up the channel that public service industry supports the livelihood of the people sharing way,and makes thepublic service innovation from inequality to share,from one-sided to comprehensive,from segment to science,from compensationto inclusive.
